Assuming you uploaded the actual original cover, you probably would be OK in re-uploading File:Jean Sbogar.png to Commons under the license c:Template:PD-France per c:COM:FRANCE given not only its publication date but also the date of death of the book's author. If you do decide to do that, you could then tag the local English Wikipedia file with } per WP:G7 or } per WP:F8.
